Smith, PE focussed his regulatory compliance efforts primarily on the SPCC Rule, when significant changes were initiated and finally required by the Environmental Protection Agency (EPA). Since that time, Brett has performed SPCC Compliance Reviews and has prepared (and still prepares) SPCC Plans for more than 140 facilities with varying operational functions. Since 2003, Brett has been conducting aboveground tank inspections as a certified Steel Tank Institute Tank Inspector, utilizing the widely-accepted and recognized SP001 Tank Inspection Standard (JAN 2018). There appear to be some good SPCC Training courses “out there”, with instructors who appear to have similar experience and credentials as Brett. However, we’ve yet to find an SPCC Training instructor who possesses ALL of the following skills, experience and credentials:

  • Bachelor of Science degree in environmental Biology
  • Master of Science degree (Geophysics / Geophysical Engineering) from a top-rated engineering school
  • Environmental engineering PE with 18 years experience dedicated primarily to the SPCC Rule
  • Excellent rapport with EPA Region 10 staff and the Rule’s primary author located at EPA headquarters in Washington DC
  • Certified SP001 Tank Inspector since 2003
  • The sole inspector and author of more than 140 SPCC Plans for myriad facility types
  • Licensed professional geologist (LG)
