About Your Instructor


Mr. Brett D. Smith PE, LG brings a unique perspective to his presentations, as a result of his diverse educational and professional background that spans more than 30 years.  Brett is the Principal Environmental Engineer for ECA and is a registered professional environmental engineer (PE) in Idaho, Nevada, Oregon and Washington, with regulatory compliance expertise in 40CFR112, commonly referred to as the SPCC Rule.

He holds a Bachelor’s degree in environmental Biology from the University of Utah and a Master’s degree in Geophysics from the Colorado School of Mines, which has been rated the best engineering college in America (USA Today, 2014).  Brett's clients include Petroleum Marketers, Electric Utilities, Agricultural Oil Suppliers, a Nuclear Fuel Processor, a Nuclear Power Plant, a Fertilizer Manufacturer, Food Processors, Port Authorities, Construction firms, Metal Recyclers, Land Developers, Farmers, Environmental and Geotechnical Engineering firms, in addition to numerous industrial, commercial and retail clients.

In 1987, after several years in the Oil Industry working as an Exploration Geophysicist, Brett re-educated himself as an Environmental Engineer, by reviewing and designing engineering plans and operations narratives for solid waste landfills, by designing / performing 1) "Phase 2" site characterizations, 2) hydrogeological investigations and 3) geotechnical and environmental geophysical surveys.

In 2002, Brett focussed his regulatory compliance efforts primarily on the SPCC Rule, when significant changes were initiated and finally required by the Environmental Protection Agency (EPA). Since that time, Brett has performed SPCC Compliance Reviews and has prepared (and still prepares) SPCC Plans for more than 140 facilities with varying operational functions. Over the past 15 years, Brett has been conducting aboveground tank inspections as a certified Steel Tank Institute Tank Inspector, utilizing the widely-accepted and recognized SP001 Tank Inspection Standard (JAN 2018). There appear to be some good SPCC Training courses "out there", with instructors who appear to have similar experience and credentials as Brett. However, we've yet to find an SPCC Training instructor who possesses ALL of the following skills, experience and credentials:

Master of Science degree (Geophysics / Geophysical Engineering) from a top-rated engineering school

Environmental engineering PE with 16 plus years experience dedicated primarily to the SPCC Rule

Excellent rapport with EPA Region 10 staff and the Rule's primary author located at EPA headquarters in Washington DC

Certified SP001 Tank Inspector since 2003

The sole inspector and author of more than 140 SPCC Plans for myriad facility types
