Resume'Experience

In 1987, after several years in the oil industry, Mr. Smith embarked upon a retooling effort that now includes the following experience:

SPCC Plans / 40 CFR 112 compliance for petroleum marketers, electric utilities, wind power generation clients and just about everyone else these days!

Phase 1 ESAs on 150+ properties throughout the United States, including a skyscraper, industrial complexes, storage facilities, apartment complexes, shopping centers, auto repair shops, motels, mobile home parks, and office complexes; all as per ASTM 1527 protocol.

Phase 2 ESAs at industrial and commercial sites, including...

  • oil refineries and bulk fuel storage facilities (RCRA Subtitle C),
  • bulk chemical manufacturing facilities (RCRA Subtitle C),
  • pulpwood facilities (RCRA Subtitle C),
  • natural gas compressor stations (RCRA Subtitle C), and
  • underground storage tanks (USTs) - tank pulls, fate-transport groundwater modeling, and the development of compliance plans (RCRA Subtitle I).

Geophysical surveys, utilizing ground-penetrating radar (GPR), electromagnetic (EM-31, EM-34, and EM-61) and potential field (total-field magnetometer / gradiometer) methods at various sites such as gas stations, a Strategic Petroleum Reserve, a pesticide manufacturing facility, a pulpwood facility, a bank, an abandoned Atlas Missile silo, municipal solid waste landfills (MSWLF), a wood-waste landfill, suspected drum burial sites and archaeological (cultural) sites.

Installation of groundwater monitoring wells and recovery wells, as per ASTM protocol, at MSWLFs and commercial / industrial facilities.

Hydrogeological investigations at existing and proposed MSWLFs, including slug and aquifer tests.

Solid waste engineering design of proposed MSWLFs, including the preparation of feasibility studies, solid waste management plans, economic analyses, permit modifications, and the development of closure plans for existing facilities; all as per RCRA Subtitle D.

Expert witness testimony regarding a proposed MSWLF, as per regulatory hearing procedure.

Miscellaneous projects, that include the preparation of an underground injection control (UIC) permit, as per SDWA; the preparation of a storm water pollution prevention plan (SWPPP) as per CWA; technical writing that involved the research and development of permissible exposure limits (PELs) for factory workers as per OSHA; environmental compliance assessment surveys of National Guard armories throughout Minnesota as per NEPA, SDWA, CWA, CAA, TSCA, CERCLA, and FIFRA; construction quality assurance (CQA) regarding the compaction of a clay liner for a composting facility as per CWA; and the technical peer review of projects performed by peers in the industry.
